New York, NY, September 15, 2025 — Kibler Fowler & Cave LLP is proud to announce that Stephen F. Raiola, counsel in the firm’s litigation and appellate practices, has been appointed Solicitor General of Pennsylvania.
Since joining the firm, Stephen has not only played an active role in the firm’s commercial litigation practice on both coasts but also served as lead counsel on several important appeals in seven federal circuits, multiple state appellate courts, and the U.S. Supreme Court. His appellate work has included serving as counsel of record on two certiorari petitions before the U.S. Supreme Court—one recognized by SCOTUSblog as “petition of the week” (read more here)—and briefing or arguing more than 20 appeals nationwide. His leadership has also extended to serving as court-appointed amicus curiae in both the Third and Fourth Circuits.
