New York, NY, March 31, 2026 — Kibler Fowler & Cave LLP is pleased to announce that Stephen F. Raiola, the former Solicitor General of the Commonwealth of Pennsylvania, has rejoined the Firm as Counsel.
From 2025 to 2026, Stephen served as Solicitor General of Pennsylvania. In that role, he was a member of the Attorney General’s Executive Leadership Team, supervised the Commonwealth’s multistate and affirmative litigation dockets, and spearheaded Pennsylvania’s efforts to support energy exploration and protect children online from emerging technologies. In addition, he counseled on appellate matters in the U.S. Court of Appeals for the Third Circuit, the U.S. Supreme Court, and Pennsylvania appellate courts.
Stephen has served as counsel of record on two certiorari petitions before the U.S. Supreme Court—including one recognized by SCOTUSblog as “petition of the week”—and has briefed over 20 appellate matters across seven federal circuits and multiple state appellate courts. He has also served as court-appointed amicus curiae for both the U.S. Courts of Appeals Third and Fourth Circuits. His trial practice has included lead roles on trial teams in complex commercial litigation, mass torts, and class actions nationwide.
